Corazon Vela

Record

Corazon Vela was an analyst with the Accord Bureau of Materials Provenance, hired in 2161. In 2166, at twenty-nine, she opened the pattern file that would grow, across more than two centuries and four successive custodians, into the surveillance effort that eventually located Andre.

Appearances

Vela's founding source was a private, unfiled document: a final written finding by Kestrel's former biosafety officer, Maya Reyes, dated December 2077 and discovered nearly ninety years later, in 2166, among the papers of Kestrel's defunct biosafety office. Read into the tribunal record at Andre's 2409 personhood trial, Reyes's finding states in part: "Containment is a person before it is a system. I could not make him dangerous. I tried for fifty years. Someone after me should try longer. He will still be there." Vela built her file on exactly that instruction, and it outlasted her by centuries.

Significance

Vela was named publicly for the first time at that same 2409 trial, identified in testimony as the file's founding analyst. The Accord's own advocate, presenting the file's origin to the tribunal, answered it by tendering the Onyeka Compact — Tribunal Exhibit 40 — as its counterweight: a parallel record, kept across the same centuries, of a physician who chose to protect the secret Vela's file was built to hunt. Andre's own summation of the hunt Vela founded, entered in the record without irony, is blunt: "Maya Reyes's professional opinion of me, executed faithfully."
